ok.. so This makes no sense:

(From CNN.com)
NEW YORK (CNN/Money) - ABC affiliates in at least eight states will not televise the network's broadcast of the World War II film "Saving Private Ryan" because they fear repercussions from U.S. regulators.
....
Janice Wise, spokeswoman for the FCC's enforcement bureau, told Reuters it had received calls from broadcasters asking if the film would run afoul of the agency's indecency rules. Wise said the commission was barred from making a decision before the broadcast "because that would be censorship."

So basically, stations can air anything they want, but then the FCC can fine them for airing it; but the FCC can't tell the station if they'll be fined for airing something, because that would be censorship....

That's like saying I can do anything I want, but you can punish me after doing so; but you can't tell me what I'll be punished for doing, before I do it, because then I wouldn't be free. Anybody else see how this is like passing a secret law, and then arresting people for breaking the law that no one knows about?

Example: I'm driving on a road with no posted Speed Limit. I feel that 40 is a safe speed for this road (and suppose it actually is a safe speed). I'm then pulled over because the Speed Limit is actually 30. They just couldn't post it because then it would inhibit my freedom to drive whatever speed I wanted to...

SOMEONE PLEASE EXPLAIN TO ME HOW THIS MAKES ANY SENSE AT ALL!!!!
